Rui Rosmaninho was born in Coimbra, Portugal, in 1972.
He studied architecture at the Faculty of Science and Technology of the University of Coimbra, where he graduated in 1997.

He worked as a technician at Anadia Municipal Council between 1997 and 2018. He has worked extensively in local administration, in the field of public works.

In 2018 he set up a private architectural practice. The studio has worked on projects of various scales, including residential, industrial and cultural buildings.

Among the projects it has worked on are the National Velodrome (Anadia High Performance Center), the Anadia Sports Pavilion, the Estarreja Municipal Swimming Pool complex and the refurbishment of the Cineteatro Alba in Albergaria-a-Velha.
